Aaron's Rod Blossoming was written with quite a different understanding, making no such disjunction between the secular and the spiritual. God has instituted both the state and the church: civil as well as ecclesiastical power is derived in the first instance from him. The magistrate is instituted by God as he is "King of nations"; in the exercise of his sovereignty over the whole of creation, the work of his hands, he has put magistrates to rule in his place as 'god on earth.'
